ESLint Configuration for Gene Expression Group’s CRA packages

This configuration includes a few rules for all of Gene Expression Group’s ES projects bootstrapped with Create React App (CRA).

Background

This is an iteration over the earlier ESLint config which contained React presets and is designed to work with the Atlas packate template.
