Compile SM server by Docker

docker build -t ieigen:tss-sm-server --build-arg "BUILDARCH=$(uname -m)" -f sm.dockerfile .
docker run -d -p 8000:8000 -v $PWD/params.json:/tss-wasm/params.json ieigen:tss-sm-server
