Publishing Users SDK

Note: There is a manual Github Action that publishes to NPM, you can select the branch that it's referencing in the pipeline. For the Github Action to succeed, be sure to manually bump the version at the top of the Users SDK package.json when pushing your changes. If you did not touch the Users SDK, you do not need to bump the version number.
