Fluent React Time Picker

This is a Time Picker for React that resembles the Time Picker made for the WinUI implementation of Fluent 2.

The WinUI Time Picker:

The motivation behind this is that the Time Picker provided by @fluentui/react-components is a simple combobox, which provides poorer UX than the Time Picker provided by the WinUI implementation of the design language.
