Talisman equivalent of @polkadot/extension-dapp.

The purpose of this repo is to provide a library for dapp developers to import in their applications in order to allow them to talk to the Talisman extension.

Goals:

• Looks for injected message passing object on the window
• Expose useful methods to developers
• Handles requests from the extension
