Consolidating helper apks of appium io.appium.settings and unlock_apk.

This address the issue https://github.com/appium/appium/issues/6089

ToDo:

• Change appium code to push this single helper apk instead of both unlock and settings apk.
• Changes in appium code to invoke the new services or activities as the package name changes.
