this chapter is based on the results from the first stage of the vulnerability assessment developed in section 3.4.3 and is structured to draw on the findings of the vulnerability and slr assessments. in total, 131 vulnerability indicators (vis) and 44 slr scenario-based performance metrics are listed in table 4.4 (only 30 vis and 8 slr metrics are examined here). the vulnerability assessment forms the basis for a two-stage scenario-based evaluation framework (table 4.2). the framework is driven by a policy response that is assessed based on the key practice or ‘scenario’ categories that emerge from the vulnerability and slr assessment (table 4.4). the performance metrics from the slr scenario-based evaluation are summarised and analysed in table 4.2, first by scenario and subsequently across the individual metrics that are examined.


the srocc vulnerability assessment was based on secondary literature that comprised both qualitative and quantitative methods. the vulnerability assessment considered four main categories of people and processes that are necessary to sustain life and/or livelihoods in coast areas, including physical and human systems (see table 4.1). the vulnerability categories were used to construct a vulnerability map of the coastal zone of papua new guinea (see figure 4. the map illustrates the possible vulnerability profiles of the areas, using a colour palette (figure 4.2) that ranges from low through moderate and high vulnerability, based on the degree of vulnerability in each vulnerability category.
