in this paper we study the problem of estimation of nonlinear time-varying signals from noisy samples. to obtain an explicit expression of the mean-square error for the estimator, we first derive a new class of time-varying filters and estimate the performance of these filters in the presence of random noise. by choosing an appropriate discretization of the time-varying filter, we are able to derive an explicit expression of the mean-square error. we then introduce a new class of recursive filters, which approximate the solution to the minimization problem that defines the mean-square error of the time-varying filter. this approximation is based on the minimization of a smooth convex function, whose gradient is lipschitz continuous. this makes the filter applicable to a large class of nonlinear time-varying signals. the performance of the new class of filters is evaluated via numerical examples. it is shown that the proposed method provides a substantial improvement over the state-of-the-art, and leads to a near-optimal performance.'
