use bittorrent with fetch, includes BEP 46 support

GET get a torrent, if torrent is not already in the map, then uses webtorrent.add to add the torrent bt://_ body: empty

PUT seed a torrent title is a md5 hash for the name of the directory being seeded(non-BEP 46) bt://_ body: folder(required), address(required for BEP 46, optional for non-BEP 46), secret(required for BEP 46, optional for non-BEP 46)
