further, it is a well-known fact that construction projects are generally carried out using a work breakdown structure (wbs) to the effect of improvement in productivity, reduction in project risk, time and cost efficiencies and reduction in cost overruns ( yilmaz, 2004 ). however, khan, ahmed and faisal (2005) suggested that the main problem with the wbs method is that it is not necessarily true that the project is broken down into smaller and simpler units. there are different approaches to solving this problem such as the use of a computerized wbs (cwbs), which is a process to develop the wbs. however, the cwbs approach has been identified as one of the most efficient methods of identifying work sequences and resource allocation in construction projects, because the wbs is a dynamic process that changes over time, as the project progresses ( yilmaz, 2004 ). for instance, the cost breakdown structure is normally based on the functional units of the project, such as construction, erection, and commissioning (turner, 1984). similarly, turner (1984) noted that the site scope, materials, equipment, and labor units are also normally included in a cost breakdown structure. shah, ahmed and khan (2007) pointed out that the cost breakdown structure is a mechanism for the planning and control of the total project costs. the cost breakdown structure is particularly useful when one is interested in controlling the costs for each of the cost elements and when cost increases and decreases are expected.
