while there are many different standards that govern cryptography, the two major standards for cryptographic products are fips 140-2 and iso/iec 9797-1. as the two standards have much in common, many products conform to both and there are many products that claim to be fips 140-2 compliant. in general, if a product is not certified under fips 140-2 it is not a cryptographically sound product. fips 140-2 has been revised multiple times since its original publication in 1996. so while the original version of fips 140-2 covered the block cipher modes of operation, the current version of fips 140-2 is very specific to the aes algorithm.
in 2010, nist published fips pub 197, which specifically addresses the security requirements of cryptographic products. in general, fips pub 197 is equivalent to fips 140-2, but it has been updated to address some of the weaknesses in block ciphers that have become apparent in recent years. fips pub 197 was issued in 2010, but has not yet been fully implemented. in march 2013, the national institute of standards and technology (nist) announced its intention to issue a revision of fips pub 197, which it subsequently did in november 2013. nist has not yet released the final version of the new fips pub 197.
fips pub 197 is divided into four parts: part 1, part 2, part 3, and part 4. this document focuses on part 4, which covers cryptographic products. part 4 is published by the national institute of standards and technology (nist) as a federal information processing standard (fips) and is made available to the public for free via the nist website. this document is not legally binding. 84d34552a1
