Next js / react version of dark-crystal-web3-backup web interface

This is for use by the secret owner and can be self-hosted and offline-first.

But the 'share' and 'recover' components will also be used in the online dapp version.

There is currently no styling as we are switching from Bootstrap to Tailwind.
