In the case of Mustain Abbas, who was killed in Kurukshetra district in Haryana in March 2016, the High Court, hearing a habeas corpus petition by his father, determined the police had allowed cow protectors to unleash terror with impunity. In its final order, a month later after the police had finally filed a case of murder against four people, the court again found that the local administration appeared to be backing the vigilante groups and that there is every likelihood that local police to save its officers and on account of political overtones is not likely to investigate this ugly incident in its entirety. The court ordered the case be investigated by the Central Bureau of Investigation (CBI). The CBI filed a fresh FIR in May 2016. However, at this writing more than two and a half years later, the investigation was still pending, and charges had yet to be filed.


 Despite policy responses for combating desertification, other factors will put strong pressures on the land, including climate change and growing food demands, as well as the need to reduce poverty and strengthen food security (Cherlet et al. 2018 1397 ) (Sections 6.1.4 and 7.2.2). Sustainable development of drylands and their resilience to combined challenges of desertification and climate change will thus also depend on the ability of governments to promote policies for economic diversification within agriculture and in non-agricultural sectors in order make dryland areas less vulnerable to desertification and climate change.


The U.N. Food and Agriculture Organization (FAO) defines desertification as a land degradation process in drylands characterized by land that is increasingly prone to poor and degraded and as in many cases, land use and land cover (LULCC), which is used to provide food and income to millions of rural poor, has become increasingly degraded through a general land degradation, as a result of extreme climatic events, pressure on the land from population growth and unsustainable patterns of agricultural development (PVMA 2011 1759 ). Desertification has been recognized as a severe and widespread environmental issue in the world (Tanne and Ducos 2000 1760 ), mainly because its worst effects in the form of land degradation, soil erosion, desertification of some important global resources, drought, flooding, reduced agricultural production, heightened levels of poverty and malnutrition, forced migration and land instability (Cherlet and Barnes 2016 1394 ). 84d34552a1
