Liberty City, in GTA IV, is a major city within the state of San Andreas. It is the second largest city in San Andreas, after San Francisco. Liberty City is a large, sprawling metropolis on the east coast of the state, primarily consisting of lower-income housing and is slowly transforming into a middle-class suburb. Liberty City consists of nine districts, each with their own district sponsor. Each district is a neighborhood with its own district police officers, in each district the district police officers aid the San Andreas Police Department in helping the police officers who enforce the law and deter crime from each of the district sponsors.


Districts vary in size from 1 to 5 square blocks; however, the largest (generally) district sponsors own the largest landmass, are better organized, and tend to have the most commercial activity. The city can be divided by main rivalries. West City and Little Seoul are two such rivalries, as the two community have been fighting for major business in the city and have caused many gang-related wars. The city was also divided when two major gangs, the Lost Families and the Angels of Death, formed a truce and began doing business together. Overall, the city has had 4 main city sponsors; however, the city used to have 7. The city is also divided by ethnicity, with three main neighborhoods. At the time of GTA IV's release, the city was heavily divided into Colombian and Russian gangs, then with the addition of GTA IV, this divided into a 3/3 split between Russian, Colombian, and Ukrainian gangs. The Mexican and Egyptian drug cartels soon followed suit, forming a geographic split of their own when one of the cartel's attempted to take over the city. The city is large, spread out and difficult to navigate. The city is also filled with safehouses and the missions range from assassination to theft to smuggling and holdups to heists, and people often get arrested or killed in the course of the missions.
