Some of the lefts most important issues in modern times have been class issues, to be sure. But identity politics has often been used to rescue unpopular and even odious causes, such as the rights of immigrants. Demands for recognition have often been open-ended, ignoring the interests of existing groups in society. And the utility of identity politics has often depended on the nature of the struggles taking place. Thus, identity politics has often been associated with a certain kind of liberalism, rather than with genuine socialism.
With the fall of the Berlin Wall in 1989, the Soviet Union ceased to exist as a state. But with that demise, a new problem emerged: the Cold War had ended, but tensions among different identity groups that stemmed from the division of Europe into capitalist and communist spheres continued. Meanwhile, a number of small states in Africa, the Middle East, and Central Asia would not be at peace for years to come. These new problems were exacerbated by the collapse of the lefts earlier hopes that new, more egalitarian and democratic societies would emerge on the ashes of the old system. This callous world led to mass refugee movements across Europe and the creation of new migrant communities in the United States and around the world.
As the old left moved to the right, those groups who were once absent from political discourse attempted to make their voices heard. This often led to tensions. The growing visibility of identity groups in Western society is often heralded as a triumph of a liberal multiculturalism. But, in fact, it also poses the risk that the traditional sites of political expression--unions, parties, churches--and traditional means of political mobilization --education, elections--are losing power. The strength of identity groups is their ability to organize in alternate spaces, such as communities based on ethnicity, culture, and sexual identity.
