He is appealing against his conviction. A senior prosecutor recently criticised a widely reported assessment by the Criminal Investigative Department (CID) which concluded Savchenko had used a network of brokers and media outlets to solicit sex with a 13-year-old girl, and to pay her mother to get her pregnant by a third man. Savchenko was made president of Savcom Media Group, which holds two main television channels and two radio stations. The duo bought a media company, Komsomolskaya Pravda, for USD 45.5 million ($55.
Under the policy, Major League Baseball has taken disciplinary action against an increasing number of players for domestic violence -- 13 players since 2001. Between 2013 and 2014, MLB investigated 52 complaints, and sanctioned 31 players. While 40 percent of those were first-time offenders, the number of repeat violators has risen. In 2013, 12 players were disciplined for a total of 20 incidents; in 2014, there were 14 players disciplined for 26 incidents.
Although it is not publicly known if pitchers or position players committed more of the domestic violence, or more often, incidents of domestic violence, the league investigates separately. In 2016, 15 of 19 pitchers -- 78 percent -- were disciplined for at least one incident of domestic violence.
