The current reforms have been inspired and supported by the arrival of Jaime Abinader as President in May 2019. During his presidency, he has made reforms that have challenged the neoliberal model and sought to overcome the weight of the bureaucracy, by training new leaders and reforming the institutions responsible for regulating sectors of the economy. Most of the reform legislation required the support of the Congress. Therefore, as the major turning point in the reform process, the dissolution of the Congress was the necessary first step before the Congress could be reformed. Until now, the reform process has been hindered by Congressional electoral rules. The institutional reform requires the dismissal of congressmen who were elected before the reform and a subsequent election of their replacements. Because there are no consistent replacement, the first qualified replacement can run only after finishing his term and new congressional elections are to be held. Former governor Medina and the Abinader government presented reforms to the Congress during the legislature’s last session and have recently began work to expand the remaining reforms. These pieces of legislation include a significant overhaul of the Securities and Exchange Commission (SEC) and the powerful National Supervisory Authority for Security Market Regulation (ANSESERV) to give the institutions more independence and greater authority.
