Given the full path of a file, constructs an id specific to the file and its npm package OR bower package. If the same package version is installed to multiple locations, a filepath found in that package will result in the same uid for all locations.
console.log(resolveuid('./src/resolveuid.js')); // resolveuid-0.0.1:~/src/resolveuid.jsIf an npm package.json or bower.json is found, id is returned in the form :packagename-:packageversion:~/rel/path/file.js, otherwise a full path relative to the process is returned. Passing full paths to resolveuid is recommended.
