After making sure it isn't installed, you need to install VLC using Homebrew:

brew install vlc

This will also install the GUI of VLC.

If you don't have Homebrew, you can install it using:

/bin/bash -c "$(curl -fsSL https://raw.githubusercontent.com/Homebrew/install/HEAD/install.sh)"
