Tools to parse and format amounts in different units of measure (UOM). The units of measure supported include millimeters, centimeters, decimal inches, fractional inches (16ths, 32nds, or 64ths), or a combination of feet and inches.

For example, this string can be parsed 10' 4-1/2" to 124.5 inches. Or 124.5 inches can be formatted as 316.2 cm.
