A polyfill/ponyfill for HTMLVideoElement.prototype.getVideoPlaybackQuality()

HTMLVideoElement.prototype.getVideoPlaybackQuality()
return a VideoPlaybackQuality object.
Install
Install with npm:

WebKit can not get complete VideoPlaybackQuality.
