vue-echarts-ie11 v2.0.3

Fork from https://github.com/ecomfe/vue-echarts

Though I follow the project recommend webpack transpileDependencies config,
It still can not run on ie11

All I do is just remove resize-detector and rewrite resize event listener and handler

And remove some useless file and code.
